email this article Nationally new changes affecting moped riders come into effect today.The regional government in Cataluña, La Generalitat, has approved a new law under which motorway tolls in the municipal area will be higher for cars containing only the driver and no passengers. Cars which are full of passengers will see reductions in the toll charged.
The idea is part of a new mobility plan for the Metropolitan Region and the measure will be first tried out on the Vallvidrera tunnels.
The objective is to see fuller cars and a greater use of public transport, together with the intention of getting more people to walk or cycle to work instead of taking the car. Energy use and pollution will also be reduced by an estimated 5% by the plan.
Meanwhile a new change to the highway code in Spain nationally means that moped riders have to be aged 18 to carry any package on the bike. The new driving test for a moped licence is now also more difficult and a theory test is introduced for the first time.
The minimum age to ride a moped is to increase from 14 to 15 in two years time.
