The Guardia Civil has detained the former president of the PP in Menorca and former councillor for Town Planning in the Ciutadella Town Hall, Avel-lí Casanovas, in the framework of new operation against urban corruption which is being developed at the insistence of the anti-corruption prosecutor Pedro Horrach.

Together with Casanovas, the agents from the armed institute have also detained a businessman who acted as a figurehead in the framework of these inquiries. The prosecution a town planning operation consisting of bartering buildings between what the Town Hall acquired the ancient lordly mansion of the XVIII century Can Saura Morell, owned by Nerer Inmobiliaria SA, in exchange for a municipal plot of land, a barter approved by the Ciutadella Town Hall in December 2005.
Prosecutor Horrach went yesterday morning to Menorca to give continuity to this operation, which started last April, in which three businessmen from Ciutadella were put under investigation: Fernando Orfila and the brothers Antonio and Francisco Cavaller Gener.
Agents from the Judicial Police and the Guardia Civil, under the direction of the prosecutor Horrach, carried out searches at the end of April in the company Edifincas Menorca, situated in the Calle Muralla de Artrutx, in the town centre, and the dependencies of the relevant offices in the Ciutadella Town Hall.
In October 2007, on the proposal of the municipal group PSM (Socialist Party on Menorca), the Ciutadella Town Hall agreed to open an investigative commission, the conclusions of which were sent to the Anti-corruption prosecutor.
