The socialist party will present their ideas in Congress on Tuesday during the debate on the Greek rescue, under the title ‘More Europe, but also another Europe’.

The PSOE has taken notice of what has been happening in Greece and they want changes in European Union in how it functions and how decisions are made. The PSOE want to see another European Union with a European public Treasury, a joint single minimum wage, the same amount of unemployment payments, and the same retirement age across all European Countries.
The idea comes from the French and Italian Governments who want to see a refunding of the eurozone to avoid another Greek crisis from happening again. The François Hollande cabinet wants an agreement made in the autumn, with a vanguard of countries in consensus on tax levels, and social and fiscal union, which includes a harmonised minimum wage and company tax.
The PSOE document states ‘The Greek crisis has again shown the weaknesses and shortcomings of the Economic and Monetary Union. The difficulty faced in order to reach higher levels of growth in a reasonable time to create more jobs and to guarantee the sustainability of a new European social model respecting equality of opportunities’.
Financial and Banking Union
Increase the size of the unique fund for resolution of bank problems and future crises with a fund of 55 billion € which is considered as ‘clearly insufficient’. Grant access to the fund of the European Stability Mechanism.
Start the creation of a European Deposits and Guarantee Fund.
Put into force the European capitals single market, ‘to end the current fragmentation’.
Fiscal Union
Give the European Union a budget to finance its own policy proposals, to aid European public assets and to impulse growth.
A European unemployment insurance ‘which will complement national systems
Harmonise the minimum rate for Company Tax
Impose a tax on financial transactions and another on excess CO2 emissions
A European Treasury ‘which manages fluctuations and emits European public debt.
Social and Economic Union
Establish a European system of Competitiveness Agencies.
Introduce a European minimum wage
Harmonise the retirement age in the eurozone.
Political Union
Reform the presidency of the Eurogroup and create a ‘Euro Economic Ministry’.
Establish a single representation of the euro in international financial organisms.
