The Prime Minister told Congress today that the decision had beent taken following the lack of support from the Partido Popular
The Spanish Government has decided to abandon its plans to reform the Constitution.
The decision has been taken in the light of continued opposition from the main opposition party, Partido Popular.
José Luis Rodríguez Zapatero has now admitted that the terrain was ‘very difficult’, and noted that the reform was not a manifesto promise, rather a political objective.
He admitted that progress was not possible without the support of the Partido Popular, but added that there were certain political groups who were not keeping their promise to advance in the reform of the Senate. Zapatero considers the modernisation of the Senate as the central piece of the Constitutional Reform which his party has been promoting.
The Prime Minister gave news of the Government’s decision during an answer in the Control Session in congress today.
During the session he also confirmed that it was ‘a falsehood and lie’ that the Supreme Court had considered that the Government should have called for the entire Basque ANV party to be declared illegal, as was headline news in the front pages of some newspapers yesterday.
Zapatero said the Supeme Court had said they could have done it, knew how to do it, had the power to do it, but not that they had wanted to do it.
