The new finance deal for Andalucía dominates many of the papers today

El Mundo leads with the meeting yesterday between the Prime Minister and the President of the Junta de Andalucía. The paper says that Zapatero is also happy with Manuel Chaves, but only gave him half of what Cataluña got. The paper says that after increasing investment in Cataluña by 34% compared to its GDP, in Andalucía he used the population numbers to make the calculation.
300 million of the Andalucian outstanding debt will be paid though.
ABC says the sum is 4 billion, and notes it comes six months from the regional elections. The paper says that the Prime Minister has broken the finance model with another bilateral negotiation. It says that the PP controlled regions of Madrid and Valencia are far from happy.
The maths is confusing, so much so that La Razón considers that Zapatero has promised Andalucia an investment similar to that in Cataluña, as well as control of the Guadalquivir river.
El País says that Andalucía will gain 500 million € thanks to the new statute for the region.

El País says that Euskadi and Cataluña have complained that the Government’s new housing plan to subsidise youngsters in rental accommodation. The reason being, they consider the control of such matters has been devolved to the regions.

ABC leads with the news that Spanish savings banks are making the awarding of credits far more difficult, and the restrictions will remain in place until the current crisis in the sector ends.

El País leads with the headline that the Government is offering 150 million € in help to poor families with children. The plan is in addition to the 2500 € per child already announced but which could see problems being approved in Congress this weekend.

El Mundo notes that the Catalan Republican Party ERC has proposed that the burning of photos of the King should be de-penalised.

El Mundo reports that the Anti-Corruption Prosecutor said yesterday that the Provincial Court in Madrid should condemn the ex Secretary of State, Rafael Vera, for the irregularities found in the so-called ‘suitcases case’.

The latest video from Al Qaeda which calls on the Mujahidin to ‘re-conquer Al Andalus’ is mentioned in El Mundo.
El País has the same story too on the front page.

La Razón has a picture of one of the models from the Cibeles fashion show. Bathing suits for next season.

El Mundo notes the three month prison sentence handed down in Santander against the parents of children who were playing truant from school.

And finally,
As you might expect, El País gives prominence to an act in honour of the President of the Prisa media company, Jesús de Polanco who died earlier this year. It has a quote as a headline ‘Jesús de Polanco built an empire from words’.
