The law to charge a surcharge on both blank recording material and the recorders was cancelled in error by the upper chamber.

The Spanish Senate has cancelled the digital surcharge which was to be have been placed on all blank CD, DVD and MP3 music and film players in Spain.

The cancellation comes after a mistake was made by the Partido Popular senators in the voting.
The makers of the blank material and the music and video players could not believe it when the ‘canon digital’ was rejected by the upper chamber.

The measure which has already added 17 cents to the price of a blank CD and 44 cents to the price of a blank DVD, was disliked and protested against by many internet groups in Spain, one of which has likened the proceedings in the Senate to an episode of the Marxs Brothers.

Charges were also added to DVD recorders, at 3 € 40 cents and even hard disc video recorders which were seeing a 12 € canon added to their price.

In total the copyright organisation SGAE which represents authors and editors is set to lose out on 100 million € a year until the whole law can be represented afresh in the next legislature.
