A new investigation into real estate fraud in Chiclana has resulted in the Environment Prosecutor for Cádiz ordering the arrest of nine people accused of fraud, falsifying documents and acting against town planning regulations.
The allegation is that they registered as five year old houses plots of land where in fact nothing had been built. After a period of paying the taxes resulting from the land and construction, they then obtained a mortgage for the non-existent property. Once this was achieved they then started to build the house, thinking that they could not now be fined, given that town planning irregularities only have a validity of five years, and the properties were listed as being from before that time.
The scam worked some four times with the group managing to build inside the special town planning area of Chiclana. Town planning councillor in the Town Hall, José Pedro Butrón, told El País that these practices damaged the image of the town, and it was a clear case of defrauding both the banks and Hacienda.

I have to ask WHY the sudden interest from a) the Environmental Prosecutor
in Cadiz and b) Chiclanas Town Planning Councillor Jose Pedro Butron?? What
about ALL the so very obvious illegal properties that have been built SINCE
BUTRON and his sidekick took over in the Planning department.Butron said
that there would be "NO MORE" illegaly built property in Chiclana while he
was in office as the eyes of the Junta were on Chiclana but nothing changes
and nothing happens to those who break the planning laws,except the honest
people pay for it.

Is this gentleman now going to arrest all the other people that have been
involved in scams involving property in Chiclana? If he is then he had
better supply a few dozen more policemen because the number must run into
hundreds.And Mr.Butron shouldn't worry too much about Chiclanas' image
being damaged because that's already been done, long ago,people in London
have even heard of the fiddling and cheating that goes on in this place.
