The new cabinet and the politics of the new legislature dominates the Spanish papers this morning.
El Mundo says that the Minister for the Economy, Pedro Solbes, has said this is a ‘coalition government’ between him and the rest.
He has said that it is his job to control the spending of the other members of the government and that is why ‘we are not always the most applauded in the class’. He concludes that he is the Deputy Prime Minister and it’s his job to sign the laws.
He is seen to be asserting his position with the arrival of Miguel Sebastián as Minister for Industry, a close friend of the PM.
El Mundo has a photo of Sebastián with other newcomer, Cristina Garmendia, both of whom are, according to the paper, sponsored by José Antonio Alonso.
El País leads with the headline quote from Solbes that he is the Deputy Prime Minister and that it is his job to run economic policy.

ABC leads with the story also, and says that Sebastián has marked his territory, but Solbes has made it clear that he is in charge.
Público tells us that Solbes does not believe the IMF who he considers are too pessimistic in their forecasts.
El País gives prominence to the government’s plan to inject 10 billion € into the economy. The paper also notes that the International Monetary Fund now says that Spain will be the first country to recover from the slowdown.
El Mundo also has a photo of the new young minister for equality. Bibiana Aído tells the paper that ‘Equality is the most noble value of democracy’.
ABC says that Spanish savings banks are selling their shares in industry in order to obtain more cash.
El Mundo quotes the leader of the PNV Basque Nationalist Party, Iñigo Urkullu, who says ‘The permission from parliament to allow the Government to negotiate with ETA continues in force’.
ABC has an interview with María Dolores de Cospedal, the President of the PP in Castilla-La Mancha. She tells the paper that the PP party congress is open, but Rajoy is the best candidate for the party. She also describes Esperanza Aguirre as ‘indespensible’ and hopes that she enters national politics.
El Mundo reports that unions and the employers CEOE want Zapatero to re-open the nuclear debate in Spain. It comes as the Prime Minister has said he wants to close all nuclear plants across the country.
Público highlights the 77th anniversary of the proclamation of the Second Republic in Spain today, and looks at the values of the time which are still in place today.
El Mundo reports that the Catalan Government, La Generalitat has released four rapists from jail after they served just five months of their 12 year sentences. The paper says the third grade prison regime, when they only have to sleep in jail, has been given to the three drag queens and a go go dancer who were found guilty of abusing an 18 year old boy.
Público has a two page report on real estate corruption, and says that half of the municipalities in Murcía are now under suspicion.
Few international stories today, although El País notes that turnout appears to be down in the Italian general election, at least it was yesterday. The paper says that Berlusconi and Veltroni are fighting over the 25% of undecided voters.
There are many congratulations for the rookie Jorge Lorenzo who won his first Motor GP race yesterday and now is joint leader of the world championship with Dani Pedrosa.
ABC has a large front page photo of Lorenzo, who, the paper says, has made history in Portugal.
And finally,
Even though they say you should not speak ill of the dead, El Mundo tells us today that it has been revealed that Pavarotti’s last concert, in Turin in 2006, was in fact playback and mimed.
