Internet user holds new government ministry domains to ransom

The owner of the domains says the government can have them if they order a water transfer from the Ebro river to Valencia, Murcia and Andalucía.
An unnamed internet user moved quickly and registered four internet domains which should in fact belong to the newly created government ministries in Spain, and says he will only transfer them into the government’s name if they allow a water transfer from the Ebro river to Valencia, Murcia and Almería.

The Zapatero government slipped up by not registering the new domains, with initials corresponding to the ministries, www.mcei.es, www.mict.es, www.mepsd.es, and www.mtei.es before announcing the creation of the new ministries.

Now the pages concerned list a blog which demands water for all and jokes about the ministries by giving them invented names. For example the www.mict.es, which should be the Ministry for Industry, Commerce and Tourism, becomes the Monastery for Immigrants, Curas (Priests) and Tourists and the www.mtei.es which should refer to the Ministry for Work and Immigration, becomes the Monastery for water transfers and illusions.

How could this happen?

Wouldn't you think this would be on some public functionary in Admin's list of routine things to do?

And don't tell me the PP wouldn't have missed it...this is a classic case of the Spanish 'Manana Syndrome'...they more often than not wait until things are 'at the wire'...I've been amazed at it far too many times.
