EU report criticises Real Estate development in Spain

The European Parliament has said it has detected ‘generalised’ real estate abuses in Spain.

National, regional and local administrations are blamed, and have been unable to stop the rapid growth of the real estate industry right across the country, but the EU report says that the largest number of irregularities have been found in Valencia, Almería and Madrid.

It says that the administrations have been unable to withstand the pressure put on them to approve new large urban developments, and that such pressures continue. Local populations have been increased to unsustainable levels in some cases.

The report was drawn up by the Petitions Commission of the European Parliament which was in Spain at the end of February, looking at cases of Almería, the Madrid Sierra and Valencia in particular.

It is the Valencia regional government which comes under the harshest criticism, where the report speaks of the ‘most arrogant attitude’ of the authorities, and complains that it was given ‘minimal explanations’ for development projects which had seen the destruction of large areas of ‘beautiful and fragile’ coastline.

In Almería, the EU inspectors said the provincial authorities admitted that mistakes had been made and that they had acted incorrectly.

The report notes the considerable sums of money are obtained by such developments, and that greed is motivating force for much of the expansion. It claims such growth has only benefited the construction companies, and not the residents of the community.

The EU says that they have also seen that ever more Europeans are buying property in Spain in good faith, only to discover that they are later requested to pay more taxes or monies to the builders.
